Translation

Bondage and liberation, which in fact are the properties of the mind, are falsely attributed to Atman by the ignorant persons, just as the obstruction of vision caused by the cloud is attributed (as darkness) to the Sun. The imperishable Brahman is of the nature of non–dual, unattached consciousness and it is One.

Annotation

Nescience is compared to the cloud and Brahman is compared to the Sun. When the cloud obstructs our vision we ignorantly say that the Sun is clouded. The Sun is always untouched.
