Translation

The attainment of objective depends exclusively on the competent seeker. In this process other means such as place, time etc., are the (mere) aids.

Annotation

The word adhikārī refers to a person who prepares himself for realisation by initially purifying his mind by desire–free karma, meditation etc. The factors such as place and time may be useful for normal rituals but not for realisation. They are merely preparatory steps.
